Maharashtra Government Introduces Document Handling Charges for E-Registration and E-Filing too.
Before the recent changes in the e-registration and e-filling fee structure by the Maharashtra Government, document handling charges were associated with the offline registration process only i.e for every page of the document, a fee of Rs. 20 is applicable.
The Government has recently announced a revision in the fee structure for e-registration and e-filing services. This move comes in light of the increasing adoption of online registration methods, which has led to a significant decline in traditional registration and filing processes.
Background:
With the digital wave sweeping across various sectors, the property registration process has not remained untouched. The Maharashtra government had introduced the e-registration and e-filing system to simplify and expedite the property registration process for its citizens. As the popularity of this system grew, the revenue from document handling charges for offline traditional registration methods saw a decline.
The traditional paper-based registration process has document handling charges, which are levied on a per-page basis. As the digital realm began to dominate, there is a noticeable reduction in the revenue generated from these charges. The shift to e-registration and e-filing, while offering unparalleled convenience, brought with it costs associated with software maintenance, server upkeep, connectivity enhancements, and more. These expenses also encompassed the system’s expansion, promotion, and publicity, ensuring its widespread adoption and ease of access for the citizens.
To sustain this digital transformation and ensure the continuous improvement of the online infrastructure, the Maharashtra government found it imperative to introduce new document handling charges tailored for e-registration and e-filing services. These charges aim not only to cover the technical costs but also to fund the broader objectives of the system’s expansion and promotion. By implementing a structured fee for various e-services, the government is striking a delicate balance between embracing modernization and ensuring consistent revenue generation.
Applicable DHC:
- E-Registration – Leave & License Agreement: ₹300
- E-Registration of Sale Agreements: ₹1,000
- E-Filing Service: ₹300
- Offline Registration of any Document: ₹ 20 per page
These charges will be applicable from midnight of 7th August 2023.
The Maharashtra government’s move to introduce additional fees for e-registration and e-filing services underscores the importance of adapting to digital advancements. While this might add a nominal cost to the registration process, the convenience and efficiency of the online system can’t be overlooked. As we move towards a more digitalized future, such changes are inevitable, and staying informed is the key.
